Part Q – Noise Complaints and Anti-Social Behaviour in the Community 

1 Introduction 

1.1 The University of Lincoln works in partnership with the City of Lincoln Council Public Protection and Anti-Social Behaviour Team (PPASB Team), Lincolnshire Police and the Students’ Union to tackle noise complaints and anti-social behaviour in the community. A joint approach is taken when dealing with complaints which are channelled via the PPASB Team to relevant partners for action. Reported incidents will be dealt in line with a joint protocol involving all agencies. Reports of 2 or more complaints against a student household, and/or where the occupants/tenants have failed to interact with the University or respond to requests to cease disturbances, will result in action in line with the Student Conduct and Disciplinary Regulations. 

  

1.2 The Legal and Compliance Services Team (or nominee) will be responsible for the investigation of allegations of misconduct brought against a student household (in relation to noise complaints and anti-social behaviour) and will have the power, subject to these Regulations, to impose penalties as detailed in the Student Conduct and Disciplinary Regulations. 

 

2 How to make a Noise Complaint/Anti-Social Behaviour Report

 

2.1 If you are a student reporting another student within University owned   accommodation or private accommodation with security or reception on site in the first instance we would encourage you to report the matter to your accommodation team as this is likely to result in swifter resolution. 

 

2.2 If you are a member of the public or a student wishing to make a complaint about noise within private accommodation you can submit your report here 

  

3 Joint Process for Dealing with Noise Complaints and Anti-Social Behaviour in the Community 

3.A First Complaint  

  

3.A.1 If the complaint has been reported to the PPASB Team and a report confirming this has been received by the University, the whole student household will be issued with the following communication/interaction from the relevant agencies: 

  

3.A.1.i A letter to all occupants from the PPASB Team outlining the complaint and a request to cease the disturbance.   

3.A.1.ii A personal email to all occupants of the student household from the University of Lincoln outlining the complaint and reminding the student/s of the University’s disciplinary procedure and providing advice on living in the community.   

3.A.1.iii Students may receive a visit from the University Campus Police Officer to the household to discuss the complaint and to offer words of advice on living in the community.    

 

3.B Further Complaints   

3.B.1 Upon receipt of a second complaint the individuals will be given a warning. Should a third complaint be received , the individuals involved will be referred to the  Student Conduct and Disciplinary Process.
