My current research interests focus on the use of ICT in higher education, the European Credit Transfer System and academic freedom in Europe. I am a Docent Professor in the Education Faculty at the University of Oulu in Finland. From 2005-2007, I was Visiting Professor in Educational Technology at the Autonomous University of Guadalajara, and was in charge of developing and implementing the University’s e-learning strategy, as well as being Director of the Distance Learning Centre, which is part of the World Bank Institute’s Global Development Learning Network for Latin America and the Caribbean.
